SMS is where most operators start. It’s rarely where the work ends.

A Part 5 submission touches the rest of the certificate — manuals, authorizations, training, records, maintenance interfaces. When it does, you shouldn’t have to go find another consultant who has to learn your operation from scratch.

These are areas Neil Schnaak has worked in directly across four decades of Part 135 and Part 121 operations. Every request still goes through fit, source, capacity, and scope review before it’s accepted, and each engagement is scoped and priced on its own.

Part 135 capability areas

Approved Aircraft Inspection Programs

AAIP development and revision under 14 CFR 135.419 and AC 135-10B, including recent turbine-fleet program work. Built around the aircraft, the operating environment, and the maintenance organization that actually has to run it.

Certification and major-change projects

Neil has led or project-managed five FAR Part 121 air carrier certifications, and drafted or contributed directly to the manuals behind them. That applies to Part 135 certification, added authorizations, and major operational changes — knowing what the FAA will ask for, in what order, and what an incomplete submission costs in delay.

GOM and GMM

Review, revision, and full rewrite of general operations and maintenance manuals — bringing them back in line with current authorizations, actual operating practice, and the responsibilities people are really carrying.

LOA and OpSpec support

Development and revision of authorization and compliance documents, including electronic recordkeeping and related operations specifications. The FAA decides the outcome; the work makes the submission defensible.

Minimum Equipment Lists

MEL development and revision built to the aircraft, the operation, and the approval path it has to clear.

HazMat programs

Recognition training and carriage-authorization support under 49 CFR Part 172 Subpart H and the corresponding operations specification.

Part 120 programs

Drug and alcohol testing program development for safety-sensitive positions, under 14 CFR Part 120 and 49 CFR Part 40.

Training and recordkeeping

Training programs and controlled-document systems tied to the operator’s actual authorizations — including electronic recordkeeping structures that hold up under inspection.
